To say that "given a chance" the muiri will mimic the organization of themselves along the "traditional" winter and summer courts, just as the Aelfeyn will align along a Lord and Lady.
 
 
 
I think that power comes from a variety of places, and that to claim that power is only based on marital power makes the concept of the world very flat. So my intention was to include the fact that their are racial tendancies towards manners of rulership that harken back to "existing by ancient traditions" that may still be in effect.

;Why the Change?
 
:A couple of reasons actually. One, races tend to be even more like to yo-yo then areas organized by temperament which means there a lot more time spent "propping up" races with low population and restricting those with high population. Two, unless we are willing to be very restrictive on the races, races tend to try and splinter off into more specific units -- this happened with the Muiri on Sanctuary where the dragons tried to create their own unit separate from the Muiri, reducing both populations to neither benefit.  Three, creating racially themed housing is just a constant headache of not having enough of one type and too much of another.
