Criminals and OutcastsPunishment for Criminals in Zuben is more often than not harsh. Those who chose to stay at the opposite side of the law have learned to adapt. A criminal remaining uncaught at least once in Arjat in nearly unheard of. Crime within the great city's walls must be done carefully stealing small amounts rather than large shipments. This applies only to crimes such as thievery. Other actions that other races consider crimes are common place in Arjat. Extortion.. blackmail.. is considered day to day business. The real criminals of Zuben do not live in the city walls but out in the Desert.. in Acrab's land. For even the greatest thief could not make more than a meager living in Arjat.. the true profit is in raiding. Large groups of riders seizing cargo traveling from oasis to oasis. Raiders often have some tribe affiliation so to survive in the Desert. A third group of criminals do exist as well. These are criminals not content to live the life of a thief who refuse the road of the raider. These men and women are highly skilled and often hired as assassins or spies. The Sultan himself is said to have contact with several of these characters. They drift from working on the side of good to evil and retain a constant chaotic neutrality. |
