From the outside the Valgarins seemed a people divided, but in truth, the divide is one more of geography then culture. The Skoll lived high in the mountains, where the winters are long and the climate harsh -- snow covers the land for the better part of five months. The Ceiki inhabit the high moors at the foot of the (name) mountain range, where winters are damp and icy cold. But both peoples are tied to their clans and the land, each honor bound to the Thane or Laird to whom they give their loyalty and receive in return safety and protection. They meet each spring to trade and again each fall for the games, to renew friendships and arrange marriages. The high king is always selected from the strongest of the Skoll thanes, and this suits the Ceiki well enough, as there is really very little for him to do with this fiercely independent clannish people. Some have asked why the Ceiki allow all the High Kings to be Skollish. Their response is “Twill be time enough to change, if and when he does something to stupid for words, until then, none of us want the job.”

The differences between the two people are subtle and rarely cause for incident. The Skoll are reserved, their tempers and humor more likely to build and then burst, while the Ceiki are easier going, tempers and humor flowing and ebbing quickly. Yet both are strong warriors - men and the women - neither taking insult lightly. Ceiki women are prized for their easygoing temperaments, good cooking and gentle way with children. Skoll women for their fierce passions, crafting skills and ability to manage under the harshest circumstances. Valgarin women over heard chatting about their respective husbands, would be given to suggest there is little difference between Skoll and Ceiki men – both known for their fierce but affectionate ways, thick necked arrogance, and complete inability to negotiate a situation tactfully. Young girls often muse to their mothers as to why, if Yrsa is a woman why are men the head of the family. To which the mother often replies, “If ye think that, you are no looking close enough”.

It is perhaps in the children where the two people seem as one. Bonds formed at the summer games across clans and across the slopes last well into adult hood, and while they may not travel to see each other often, hold fast to childhood friendships. However, these hot blooded and often impulsive people do not live in peace and harmony with each other. Clan feuds over the stupidest things can erupt, and personal grudges are a way of life. They can be incredibly superstitious and often intractable over details that seem minute to the other races. And men and women newly come of age have been known to engage in some of the most ill thought out stunts, that have their elders shaking their heads saying “We were never that stupid”. Of course, that isn’t likely to be true, as the apple rarely falls far from the tree with the Valgarins.

The Sioba choose to spend their lives on the sea, reaving, raiding, and trading. Other Valgarins see them as foolhardy as they tempt fate every time they sail from shore. They see themselves as the bravest of all, willing to battle not only the sea but the great serpents that lurk in its depths Ship captains are made by the strength of their arms and the success of their ventures. Most belong to clans, but consider themselves outside of its authority. Though many are actively involved in their clan or hamlet.

The Sioba are not a different sub-race of the Valgarins in the way that the others are.  The Sioba are Sioba because of choice.  They were either born Skoll, Ceiki or Dverge and choose the sea later.  If a Sioba woman became with child, she would return to the mainland to raise the child with her clan.
