Law and EnforcementUnlike many other races we have seen in the past, Jillhani seem to be a people with not much need for the traditional law enforcement figures. Since matters of honor and family are traditionally settled by sword duels there is no real need for law enforcement. But that does not mean all goes overlooked. There are figures within the great houses called "keisatsu" who keep the order by acting as mediators on arguments and conflicts. matters such as these are handled in two ways. If it is seen that it is a case of honor of which there is now way of redemption or compromise then the fight will be to the death. The victor retains his/her honor and the losers family is marked in shame. The second outcome is to let the Keisatsu decide the outcome of the issue. In these situations the Keisatsu is the ultimate voice. While the keisatsu can chose to stay out of this and let the matter resolve itself under his observation, it is common that wisdom is shared by them to give more avenues to work with for plausible outcomes with no bloodshed, The keisatsu are people chosen by a Joushu to maintain order in their compounds and properties and act under orders of the Joushu him/herself. The Ji'Ken would normally sit down and settle any differences between themselves and if they were unable to reach a satisfactory decision between themselves they would seek the decision of the village elders. When there is a need for more traditional law enforcement figures the responsibility falls upon the Daijiin-Ron or Imperial Army. |
